Pepe was sent off after an altercation with Leeds United’s Ezgjan Alioski after 51 minutes of stalemate at the Emirates Stadium.
Arteta did not hold back in his criticism of his ward when pressed to discuss the issue in a press conference after the game.
“It is very clear; it is unacceptable,” Arteta said. “I am cross because obviously, I want to win and when I don’t win, I get upset.
“We’ve had a really difficult week for different reasons because we lost two players from internationals and a player who wasn’t in a condition to start.
“We lost two players through injuries today and one through suspension and we have an incredible amount of games coming up and obviously, the fact that we need to score more goals is a concern.
“As well, I am really happy because I know how much the team has evolved in a lot of things, the first one is the resilience, the ambition and the leaders that they showed playing with 10 men.
“This is growing and is obviously a positive thing but there are things we need to get better at.”
